About the map →The Sheriff’s Office publishes its policy manual, all 730 pages of it, current as of October 2025, on the county website without a login.
The file cannot be searched. Every one of its 471 embedded fonts is a Type 3 font with a custom encoding and no Unicode mapping, so each character is a drawing rather than a letter. Text extraction returns about 1.3 million characters of nonsense, and searching that text for the word “Policy” returns nothing, in a document titled Policy Manual.
That is why this page says nothing about what the manual contains. We searched it for “Automated License Plate” and got zero, and that zero means nothing: a search that cannot find “Sheriff” in a sheriff’s manual cannot tell you what else is absent. Whether this county has a plate reader policy, a drone policy, or any surveillance policy is not established.
The county’s board record has the same shape. Agendas from July 2024 forward are published on one platform; everything earlier sits in a separate archive that did not answer us. Whether that archive is live is unresolved.
A file on a website is available in a way a filing cabinet is not. It is not necessarily readable, searchable, or usable by someone relying on a screen reader. What would fix this county is one text-searchable copy of a manual that is already public, and that is the first item on its records request.
