How this works
Methodology
- Every fact names its source and the date we checked it.
- Agency-confirmed and community-reported are labeled separately and never merged in a count.
- Unknown renders as unknown, never as zero and never as a guess.
Device locations come from OpenStreetMap, including community reporting through the DeFlock project, and are used under the ODbL. Agency records, meeting minutes and the EFF Atlas of Surveillance are credited inline on the pages that draw on them. Journalists and researchers are welcome to cite any page by its address. Please preserve the verified vs. reported distinction when quoting counts.
