How to show up in Humboldt County
Surveillance is approved by people who hold public meetings any resident can attend. This page lists the bodies that do that in Humboldt County, what we have confirmed about attending each one, and where each publishes its agendas.
We do not publish meeting dates. A schedule we cannot check often enough would eventually send someone to the wrong place on the wrong night. Each body below links to wherever it publishes its own agendas and schedule, and that is the copy to trust.

Watch this oneThis Board accepted the Sheriff's plate reader report in April 2024, then took the programme up again in June 2026 and gave direction across five motions, two of which carried. Those motions created two things still to come back: a Public Works policy on plate reader cameras placed on county property and rights of way by outside applicants, and an ad hoc committee developing surveillance-use recommendations for a countywide policy.

- Written comment is accepted and becomes part of the record. When the plate reader item was heard in June 2026 the comment filled three separate attachment bundles in the packet, one for comment received before the meeting, one at it, and one after.
The county does not publish a standing per-speaker time limit or a single email address for written comment on its Legistar calendar, so the agenda for a given meeting is where to check both. An ad hoc committee is not always agendised separately, so the products of the June 2026 direction will appear as items before the full Board rather than as a committee meeting a resident can attend.

Eureka City Council
Watch this oneEureka Police asked this council for a two-year contract for 21 plate reader cameras in October 2024. Reporting says the council denied it unanimously in February 2025, after roughly two hours of public comment. That is one of the clearest examples in California of a surveillance purchase stopped in the room.

- The first and third Tuesday of each month. Closed session at 5:00 PM, the regular meeting at 6:00 PM. If open session is not finished by 9:30 PM the council can adjourn to the next regular meeting or vote to keep going.

- Meetings run in person and over Zoom, meeting ID 707 441 4243, passcode 95501, or by phone on 707-441-4243 where star 6 mutes and star 9 raises a hand. The livestream is on the city's website, mirrored to YouTube, and carried on cable channel 10. Comment on closed session items is taken in the room only.
- Public comment
- Thirty minutes in total is allotted to comment on matters not on the agenda at the start of the meeting, and a second period runs later if the first was not enough. Comment on an agenda item is taken after the staff presentation, when the Mayor asks people in the room to line up or raise a hand and remote participants to use star 9 or the Zoom raise-hand button. The time each speaker gets and the total for each item are set at the meeting based on how many people want to speak. Comment before closed session is limited to three minutes each.

The city's Granicus portal is closed to our pipeline but opens in a browser. Agendas are published on the Wednesday before a regular Tuesday meeting and posted outside City Hall on the K Street side by 5:00 PM that day. The city notes that if Zoom details change because of technical trouble, the updated details go on its meetings page.
