How to show up in Shasta County
Surveillance is approved by people who hold public meetings any resident can attend. This page lists the bodies that do that in Shasta County, what we have confirmed about attending each one, and where each publishes its agendas.
We do not publish meeting dates. A schedule we cannot check often enough would eventually send someone to the wrong place on the wrong night. Each body below links to wherever it publishes its own agendas and schedule, and that is the copy to trust.

Shasta County Board of Supervisors
Watch this oneThis Board approved the Sheriff's 24-camera Flock system in November 2025, reported at $550,000 over five years and paid for out of Zogg Fire settlement money. It is the only body in the county that has voted on a countywide plate reader contract.

- Tuesdays at 9:00 AM. The county publishes an annual calendar with the scheduled dates.

- Board Chambers, 1450 Court Street, Suite 263, Redding, CA 96001
- Remote
- Meetings are streamed live while they are in progress, and the recording, bookmarked by agenda item, is usually posted the same day. The Board takes comment from people on the phone as well as in the room. The other boards the Supervisors sit as, including the Air Pollution Control Board and the Water Agency, take comment in person only.
- Public comment
- A speaker has to register first. Registration opens at 8:00 AM on the day of the meeting and closes when comment on each item begins, and it is done through the county's separate comment site. Someone taking part by phone has to call from the number they registered with, or the Clerk cannot identify them and will not call on them. Anyone wanting to comment on a consent calendar item is advised to register both for that item and for the open comment period, because if the item is not pulled from consent, only the open-period speakers are called.

The county's agendas are on PrimeGov, not the NovusAgenda portal that older references point to. The county's website returns a 403 to our pipeline, so this row was confirmed by reading the pages in a browser. Neither the county's meetings page nor its comment site publishes a per-speaker time limit, so we do not list one. If more than one board meets on the same day, a speaker registers separately for each.

Redding City Council
Watch this oneRedding operates the largest plate reader system in the county. Its police department contracted red light photo enforcement in 2007 and a reported $800,000 Vigilant Solutions contract for around 42 cameras in 2020, and the council held an AB 481 public meeting in 2024 covering an armoured vehicle, a mobile command post, noise-flash devices and drones. We have not located the council action approving the plate reader contract.

- Meetings are streamed on the city's YouTube channel and carried on Charter and Spectrum cable channel 181, with a rerun on Thursdays at 12:30 PM. Video archives are on Granicus. The council takes comment by phone as well as in the room.
- Public comment
- A speaker registers first, through the city's separate public comment site, picking either an agenda item or non-agenda comment. Anyone taking part by phone calls in before their item is heard and has to use the number they registered with, or they may not appear in the queue. People in the room are called first, then phone speakers in registration order. A speaker who does not respond within about 15 seconds when called is passed over.

Neither the city's council page nor its comment site publishes a per-speaker time limit or a way to submit written comment, so we do not list either. Agendas can be read on paper at the City Clerk's Office, or in the display case in front of the Council Chambers, from 4:00 PM on the Thursday before the meeting. The city keeps its records in a separate Laserfiche system at records.ci.redding.ca.us.

Shasta Lake City Council
Watch this oneShasta Lake has no police department of its own; the Sheriff polices it. Both of the Sheriff's public meetings on this subject were held in this council's chamber, the 2025 military equipment meeting and the listening meeting on the proposed 24-camera Flock system, which makes it the room where county surveillance has actually been explained to the public.

- Meetings can be watched live online and as a recording afterwards, and are televised on Comcast channel 181 the following Wednesday at 6:00 PM and Friday at 2:00 PM.

The city does not publish a time limit for speaking in the room, or a remote way to take part live, so those are unconfirmed here. Agendas and packets are in the city's archive centre, and the city's own council page is the route to them.
