How to show up in Stanislaus County
Surveillance is approved by people who hold public meetings any resident can attend. This page lists the bodies that do that in Stanislaus County, what we have confirmed about attending each one, and where each publishes its agendas.
We do not publish meeting dates. A schedule we cannot check often enough would eventually send someone to the wrong place on the wrong night. Each body below links to wherever it publishes its own agendas and schedule, and that is the copy to trust.

Stanislaus County Board of Supervisors
Watch this oneTurlock's 2025 staff report describes a countywide plate reader network that Turlock joined and that already existed, and says Modesto Police and the Sheriff were already on the Peregrine data platform. Whatever created the countywide network is the county's origin document, and this Board is where its policy and its military equipment approvals live. We have not found it.

- Tuesdays. Most meetings start at 9:00 AM; the third Tuesday of the month starts at 6:30 PM, except in July. The county publishes an approved meeting calendar.

- Chambers, Basement Level, 1010 10th Street, Modesto, CA 95354
- Remote
- Meetings are broadcast live on the county website, on YouTube and on local cable, and past meetings are archived. Someone taking part by phone registers first, then calls 209-353-8391 on the day using the instructions in their confirmation email. The county says that if two-way access breaks down and cannot be restored, the Board may vote to carry on without it.
- Public comment
- A speaker registers at join.stancounty.com. Registration opens on the Friday evening after the agenda is posted and stays open through the meeting, but has to be done before the item comes up. Speakers generally get five minutes unless the Chair sets a different limit. Someone taking part by phone has to register with the number they will call from, or staff may not be able to identify the call. A Spanish interpreter can be requested on the registration form. Consent items are voted on together, and asking the Clerk before the meeting begins is how a consent item gets pulled for discussion.

Agendas are typically posted on the Friday before a Tuesday meeting; agendas go back to 1999 and minutes to 1993. Material received after the agenda is published is posted online where possible and can otherwise be read at the Clerk of the Board's office. Language assistance has to be requested by noon the day before, and accommodations 72 hours ahead. The county serves its agendas as plain files from its own site rather than through a commercial portal, which is why they are hard to search.

Turlock City Council
Watch this oneIn January 2025 this council took up a Flock Safety agreement worth $1,133,550 over five years, covering thirteen new intersections and Turlock's membership of a countywide camera network. In August 2025 it took up a $98,000 a year agreement with Peregrine, joining camera, body-camera, dispatch and records systems into one platform. We have read the staff reports for both, not the minutes, so what was proposed is documented here and what was decided is not.

Our fetcher is refused by the city's document server, so we cannot quote the per-speaker time limit or the address for written comment here. Minutes are posted only after the council approves them, which is usually at the following meeting.
