Sutter County

Everything on this site about Sutter County comes from one page, read in an archive, because the county’s servers will not talk to automated requests. A person with a browser gets through without noticing. We treat a bot wall as a hard stop, so the Sheriff’s licence plate reader order was read from a copy captured on 20 January 2026, and nothing here can be stated as current.

It is a real order and parts of it are better than most. It says a positive hit “does not establish probable cause” and must be confirmed before any enforcement action, where other agencies hedge the same instruction with “if practicable”. It requires a monthly report of total detections and hits, and periodic audits of who has been querying the database. And it sets retention at a two-year maximum, which is longer than its neighbours but stated the useful way round: a ceiling rather than a floor.

Then there is the word that is not in it. Read the order end to end and “California” does not appear. Nor does the state law that governs plate readers. There is no clause limiting sharing to California agencies and no mention of out-of-state or federal agencies at all. What it does say is that detection data “will be shared with requesting law enforcement agencies who utilize” a commercial network, and that operators should keep an account on a national commercial vehicle database.

That is not evidence this office shares data unlawfully, and this site does not say so. It is one web page from one January, and a document’s silence is not proof of conduct. What is worth noticing is that the three counties nearest this one on this site all treated the question of whether the data leaves California as central, and wrote their answers down.

What we cannot tell you is how many readers there are, what they cost, or when the county approved them. The Board of Supervisors is behind the same wall.
