- Comment is taken on each agenda item as the Board reaches it. A speaker fills in a card naming the item number and gives it to the Board Clerk, with a separate card for each item, and marks the card if they want to speak in the general public comment period instead. When the item is called, the speaker goes to the lectern after the Chair recognises them.

The Board meets in Yuba City's council chambers at 1201 Civic Center Boulevard, not at the county office building at 1160 Civic Center Boulevard where its own staff sit and where the agenda is posted. Earlier research recorded this county as blocked, with nothing publishable, because the county's site refuses non-browser clients; its pages and its agendas open in a browser and are the source here. Material given to the Board after the agenda packet goes out can be read in the Clerk's office at 1160 Civic Center Boulevard. The county publishes no per-speaker time limit and no remote participation option, though meetings are recorded and streamed.
