The county's own website sits behind a bot challenge that our tooling cannot pass, so the meeting day, time and chamber address here come from the county's PrimeGov portal, which serves them with each meeting. That portal does not carry a comment procedure, a per-speaker time limit or a remote participation option, and its meeting records show public comment is not taken through it, so how to comment is unconfirmed here and is on the agenda for each meeting. Visalia City Council
Visalia is the county seat and the largest city in Tulare County. Its council's agendas and packets are readable back to 2021, which makes it the most complete municipal record in the county and the obvious place to look for a camera or drone item.
