Nez Perce County · Idaho
Lewiston
The county seat and by far the largest city in Nez Perce County, about 34,000 people at the meeting of the Snake and Clearwater rivers, across the water from Clarkston in Washington. The Lewiston Police Department is the city’s own law enforcement agency, and the Mayor and City Council set its budget and approve its payments.
Every documented surveillance system in this county is here. The police department acquired a plate reader license and a camera software subscription in 2025, and it runs phone extraction software, video management software, a covert tracking phone, fingerprint scanners, a mobile camera trailer and drones. All of it entered the Council’s record as lines in check registers rather than as contracts the Council debated. The plate readers and what else the register bought have the dates and the prices.
All six plate readers volunteers have mapped in this county stand in and around Lewiston, and none of the six records who operates it.
The city library’s Board of Trustees adopted a written security camera policy in January 2025 and aligned it to a citywide policy that is not published. The library’s cameras has that record.
