  This is the body that authorized cameras for the new courthouse, and the body whose record would show any county plate reader, body camera or tracking purchase if one existed. Its agendas print the full title and text of every resolution to be considered, so a purchase is visible in the agenda before the meeting. The thing to watch for is a resolution authorizing a purchase under a Sourcewell or other cooperative purchasing contract, which is how the courthouse cameras were bought.

  A public agenda session every Monday at 1:30 p.m. The Board also holds general work sessions through most of each weekday and separate scheduled meetings with individual departments, all listed on the week's published schedule.

  The agendas for 2026 give the 3rd Floor Commissioners' Conference Room at 1230 Main Street, Lewiston. The county's own Commissioners page gives the Confluence Room on the 1st floor of the new courthouse at the same address. Check the week's agenda before going.

  Many of the Board's scheduled department meetings print a GoTo Meeting link and a dial-in number at the foot of the agenda. The Monday public agenda session's agendas do not, so treat that one as in person unless the week's agenda says otherwise.

  Public comment

  The Monday public agenda session's agenda has no citizen comment item. It runs from the call to order and the pledge straight into action items, changes to the agenda, old business and new business. Joint meetings with the City of Lewiston do carry a citizen comments item. Nothing we read on the county's site states a procedure for addressing the Board at a regular session, so the route is to call the Commissioners' office and ask to be placed on the agenda.

  This is the body that pays for the county's surveillance, and it does it through one item. Every plate reader, phone extraction and camera payment we found reached this Council inside the Voucher's Payable item on the consent agenda, which is approved by a single motion covering every bill in the run. The document worth opening is the check register attached to that item: it names each vendor, the department charged and the amount. Any councilor may ask for the item to be moved to the active agenda, which is the moment a question about a specific line can be asked.

  Regular meetings at 6:00 p.m., generally on the second and fourth Monday of the month, with work sessions at 3:00 p.m. on other Mondays.

  The only body in this county that has debated camera rules in public and voted on them. It adopted a security camera policy in January 2025 and wrote it to match a citywide policy, which is the clearest sign in the record that a citywide camera policy exists. Its minutes are also where the library's own camera installations are discussed.
