The county publishes its schedule, its rules and a public comment form on a site that is open to us, and puts the agendas and packets themselves behind a portal that refuses us. If you can open that portal in a browser, you can see things this site cannot.

  When

  Work sessions on the first and third Wednesday at 10:30 a.m. and on the second and fourth Wednesday at 5 p.m. Regular meetings on the second and fourth Wednesday at 6 p.m.

  Regular meetings are hybrid: in person at the Judge Boyington Building, 857 Commercial Street, Astoria, or by Zoom. Work sessions are held virtually by Zoom only. The Board's office is at 800 Exchange Street, Suite 410, Astoria.

  The agendas and packets are not readable by us. The county's Agenda & Minutes page is a frame around a separate meetings portal at clatsopcountyor.civicpluswebopen.com, and that host serves its robots file normally and then returns an error page to us instead of the meetings. We probed it again on 3 September 2026 and it still refuses. This is the host declining, not the county telling us to stay away, and a browser may well get through where we do not. What we could read is the county's own AgendaCenter, which holds four advisory committees and no Board.

• Clatsop County Rural Law Enforcement District Advisory Committee

  Watch this one

  This is the one law enforcement body in Clatsop County whose documents we can actually fetch. The Rural Law Enforcement District is the taxing district that pays for patrol in the unincorporated county, so its budget briefings are where the money for rural policing is discussed. Its agendas are short and its last item is unusual: "SHERIFF TIME: The Sheriff will be available to talk with people on issues not on the agenda or do not involve Rural Law Enforcement activities."

Seaside's council packets carry the city's accounts payable line by line, with the department, the vendor and the purpose on each row, and that is where this city's surveillance equipment shows up: a Motorola Solutions body-worn camera repair, Axon Taser payments. No policy item announced any of it. The bills did.

That is where this city's record actually is: the camera replacement at the marina, the code compliance investigation narratives, the equipment specs inside vehicle purchases. The portal's packets are complete and searchable, and they are large: a single commission packet can run past a thousand pages, which is why things like a body-camera recording of a code enforcement visit sit in them unremarked.
