How to show up in Douglas County
Surveillance is approved by people who hold public meetings any resident can attend. This page lists the bodies that do that in Douglas County, what we have confirmed about attending each one, and where each publishes its agendas.
We do not publish meeting dates. A schedule we cannot check often enough would eventually send someone to the wrong place on the wrong night. Each body below links to wherever it publishes its own agendas and schedule, and that is the copy to trust.

Winston City Council
Watch this oneThis is the only body in Douglas County whose record we can read, and it has carried more about plate readers in one year than most county boards carry in five. It ended the city's Flock contract on cost in July 2026 and tabled an ODOT agreement for cameras on Highway 42 in August. The tabled resolution was never resolved in anything we read, so it is the open question here. This council is also where the county's own paused program was described out loud, which makes it a listening post for a county we cannot otherwise reach.

- The first and third Monday of the month. Thirty four of the thirty seven council documents we read carry a Monday date, eighteen in the first week of the month and fifteen in the third. Workshops and special sessions are called off that pattern.
- Where
- Winston City Hall. The police department is at 131 Rose Avenue, Winston, Oregon 97496; confirm the council chamber address against the posted agenda, which we did not separately verify.
- Remote
- The city's site links a Zoom communication services page. We did not establish from the records we read whether meetings are routinely streamed or whether comment is accepted remotely.
- Public comment
- The council takes comment from members of the public at its meetings, and the minutes name speakers and record their positions. We did not find a written time limit or sign-up rule for this body in the records we read.

Be careful with this site. Each meeting has a web page, but those pages are navigation only, and the actual record is a PDF linked from them: a council packet and, later, minutes. The packets are the substantial documents and they run to a hundred pages or more. Their text layer is poor, so words come through and numbers often do not, and any figure taken from them should be checked against a second source before it is repeated. One document in the year we read has no text layer at all.
