Every item on a Hines agenda is marked VOTE, and the minutes that record how each vote went are posted as scanned images that no search can reach. The two surveillance items we found here, an Axon body camera proposal and a security surveillance system quote, are both agenda lines whose outcome is not in the readable record. The city administrator's report is also where county business surfaces: the county's Motorola records contract appears there and nowhere else we can read.
