How to show up in Morrow County
Surveillance is approved by people who hold public meetings any resident can attend. This page lists the bodies that do that in Morrow County, what we have confirmed about attending each one, and where each publishes its agendas.
We do not publish meeting dates. A schedule we cannot check often enough would eventually send someone to the wrong place on the wrong night. Each body below links to wherever it publishes its own agendas and schedule, and that is the copy to trust.

Morrow County Board of Commissioners
Watch this oneThis is the body that approved the county's plate readers, and it approved them inside an agenda item named after body cameras. Equipment arrives here as a consent or business item with a vendor's offer letter attached to the packet, so the packet is worth more than the agenda title.
- When
- The first and third Wednesday of the month at 9:00 AM. Special sessions are called on other days, usually at 1:30 PM, and the plate reader purchase was approved at one of them.
- Where
- The Board alternates between two buildings, so the agenda is the only reliable answer for a given meeting. Most meetings are in the Bartholomew Building Upper Conference Room, 110 N. Court Street, Heppner. The rest are at the Morrow County Government Center, Don Adams Conference Room, 215 N.E. Main Ave., Irrigon. A few have been held online only.
- Remote
- Meetings carry a Zoom option. The credentials are printed on page 2 of each meeting's agenda rather than at a standing address, so they have to be read off the agenda for the meeting you want to attend.
- Public comment
- Public comment is a standing item at the top of every agenda, taken immediately after the call to order and before the Board adopts the agenda or reaches any business. We did not find a written time limit or sign-up rule for this body in the meetings we read.

Every detail on this page was read off the Board's own agendas in the county's CivicClerk portal, which answered normally. The county's own website did not answer us at all on 29 August 2026, on either of its hostnames and over both HTTP versions, so anything the county publishes about its meetings outside the portal is unread. Public comment rules adopted by resolution exist for at least one other Morrow County body and may exist for this one; we did not find them.
