How to show up in Midland County
Surveillance is approved by people who hold public meetings any resident can attend. This page lists the bodies that do that in Midland County, what we have confirmed about attending each one, and where each publishes its agendas.

Watch this oneEvery county surveillance purchase on this county's pages was approved here, and unlike most Texas counties the record shows what happened: the minutes name the officer who presented each item, the motion, the mover, the seconder and the vote. The items themselves rarely name the technology. A plate reader network arrives as a camera agreement, a phone-extraction platform as a grant purchase, and a camera location as one line inside the block of road-crossing permits.

- The first and third Tuesday of every month, as the county's own Commissioners' Court Dates page states, at 9:00 a.m. Special meetings are called between them and are common: 47 meetings were posted in the first nine months of 2026.
- Where
- The Commissioners Courtroom, Midland County Courthouse, 500 North Loraine Street, Midland, Texas 79701. The county's Commissioners' Court office is in Suite 1100 of the same building.
- Remote
- View only. The county publishes a live stream of meetings in progress from the Commissioners Court page. There is no remote comment route.
- Public comment
- The Court's published Rules of Conduct say that anyone other than an elected county official or a department head is asked to sign in on the notebook on the table in the entry foyer, and must be recognized by the County Judge before addressing the Court. The Judge may impose a two-minute limit, and may waive it for an official or a staff member making a presentation. Comments have to be on the items as stated on the agenda, so the agenda, posted in advance, is what sets the range of what can be said.

The portal carries one category, Commissioners Court, and its year selector reaches 2015. Agendas are posted before each meeting and minutes after they are approved, both as PDF files with a clean text layer and no search. The minutes are unusually complete for a Texas county: each item carries its presenter, a short account of the discussion, the motion, the mover, the seconder and the vote. They cite the supporting contracts and quotes by an exhibit number, and those pages are published with only five sets of minutes in the whole archive, so the price of a purchase is often only where the minutes happen to state it.
