Solano County’s research pass read the Vallejo Police Department’s May 2024 policy manual, which carries a detailed cell-site simulator chapter promising a public quarterly deployment log, a plate reader chapter with immigration and reproductive privacy protections alongside a procedure for agencies outside California, and a camera policy requiring signs in monitored public areas. It also read the Sheriff’s published military equipment policy and its 2025 inventory and cost appendices, and the state grant award behind Vacaville’s real-time information centre. The Vallejo police website and the Flock transparency portals could not be read by our tools. Reporting on the city’s gunshot detection contract and its surveillance advisory board rests on meeting records we have not read, and stays open, as do the policies and council records of Fairfield, Benicia, Suisun City, Dixon and Rio Vista, which were not swept on this pass.
What's in use here
The Sheriff's published military equipment appendices list five aircraft across three models and a tracked robot, with what each cost and which fund paid. The inventory covers one twelve-month period and the cost table covers a different one.
Vallejo's plate reader policy bars sharing with immigration authorities and bars sharing to investigate anyone exercising reproductive health care rights. The same chapter sets out a procedure for agencies outside California to get access through the Flock portal.

Vallejo's policy for its cell-site simulator requires a warrant, bars use for immigration enforcement, forbids storing the captured data anywhere, and promises a public deployment log every quarter. Whether that log is published is the open question.
Vacaville was awarded $4,432,444 in state retail theft grant money to build a real-time information centre. The award record states the plan and the purpose. What equipment was bought is not in it.
Vallejo's camera policy requires every monitored public area to carry a sign saying so, records video without sound, and lets the chief forward live feeds to people who are not police. The number and location of cameras is not in the policy.
