How to show up in Kootenai County

Surveillance is approved by people who hold public meetings any resident can attend. This page lists the bodies that do that in Kootenai County, what we have confirmed about attending each one, and where each publishes its agendas.

We do not publish meeting dates. A schedule we cannot check often enough would eventually send someone to the wrong place on the wrong night. Each body below links to wherever it publishes its own agendas and schedule, and that is the copy to trust.

This is the body that funded the Sheriff's plate readers and then stopped funding them. It meets every Tuesday afternoon, it takes public comment twice at every business meeting, and the record of its plate reader argument from December 2024 to August 2025 is the fullest account of that debate anywhere in this county.

When

Business meetings every Tuesday at 2:00 PM, for contract approvals, bid openings, expense approvals, resolutions and ordinances. Status update meetings, budget meetings and topic meetings are called on other days and published in the same place.

Where

Meetings are streamed live on the county's YouTube channel at youtube.com/KootenaiCountyIdaho, and a telephone line takes part or listens at (339) 207-6050. Every agenda carries both.

Public comment

Twice at every business meeting, once before the business items and once after them. Idaho law prevents the Board acting on anything raised there unless it is an emergency, and comments about a future public hearing are asked to wait for that hearing.

Coeur d'Alene

Coeur d'Alene City Council

The body that approved a federal drug agency's interface to the city's plate reader data, on a consent calendar, inside a resolution that also bought citation software and auctioned surplus equipment. Its public comment period is where a resident got the Chief of Police to say on the record that the Flock cameras mapped in the city are not the City's.

Meetings are broadcast live on CDA TV from 6:00 PM, and recordings are posted afterwards on the city's YouTube channel.

Public comment

Item F on the agenda, three minutes per speaker, on matters relating to city government business. The agenda states that the Mayor will not normally allow audience participation at any other time, and that the Council can only take official action on items already listed.

Post Falls

The body that renewed the police records system in 2023 with a camera registry inside it, saw a phone unlocking grant because a federal form required it, and in September 2026 got a full presentation on the department's nine plate readers and the two year retention state law forces on them.

When

First and third Tuesday at 6:00 PM, with a workshop at 5:00 PM on many nights. The agenda notes the regular meeting may start earlier if the workshop finishes early.

Remote

City Council and City Commission meetings are broadcast live on the City of Post Falls YouTube channel.

Public comment

"Citizen Issues", item 5 on the agenda, five minutes per speaker, for city-related issues that are not on the agenda. Comments on pending public hearings are out of order and should be held for that hearing, as are repeated comments on topics already addressed and comments on the performance of city employees. The Council cannot act on anything raised there at the same meeting, but may ask for more information or for the item to be put on a future agenda.

The city's meetings page links a CivicClerk portal holding agendas, packets and minutes. Packets are large and carry the staff reports, the contracts and the payables lists, which is where most of this county's detail sits. About a third of the files have no text layer.
